Exclusive: The draft that Kukan proposed to parties

After several hours of talks between the parties in Tirana, which
continued in Brussels, it has been confirmed that the parties have
agreed for a parliamentary resolution agreement.

Negiotiators Eduard Kukan from the European right center and Knut Fleckenstein from the left, suggested the parties in Tirana to sit and agree on the draft suggested by them, which is based on the Democratic Party proposition for resolving the crisis.

Top Channel has secured the four-point draft proposed by the European negotiators.

The first point is a proposition that Top Channel already published, and that is related to the usage of the qualified majority by the ruling party.

“The opposition returns to Parliament and takes its parliamentary functions by avoiding the Parliament’s boycott; while the majority will not use the three-third qualified majority by avoiding the opposition, but it will cooperate with the opposition to find consensus for important reforms when it is possible”, the draft-agreement says.

The second point is related to the readiness to respect the rule of law: “All parties will contribute to the political dialogue in Parliament and will respect the constitution and the systematic implementation of decisions such as the Constitutional Court. The majority and the opposition agree to review the rules that are related to an efficient functionality of the investigative parliamentary commissions, based on the best international practices”.

The third point is the most delicate one, which the opposition has requested during this time of boycott: the decriminalization of the Parliament.

“The opposition and the ruling government agree to work together with consensus with the help of the European Union for the issue of individuals with a criminal past and who want to get appointed in public posts, based on the European standards and with assistance of the Commission of Venice”.

The fourth point is related to the Parliament’s role in this agreement, which says that the representatives of the biggest parliamentary groups in the European Parliament, the Social Democrats and the European Popular Party, will support this political agreement.
