EU: Recommendations for anti-corruption. Party finances must be investigated

The Constitution must be changed in order to remove any immunity to
high-rank officials from having their personal residences inspected. The
asset declaration law must change and the maximal fine must be raised
to 10 times, if officials don’t hand over their declarations within the
deadlines. More contacts are needed between the anti-corruption agencies
and the financial intelligence units in countries of risk, such as
Cyprus, so that data can be exchanged when accounts are hidden abroad.
The banning of gifts should be implemented for all donations higher than
a given threshold.

These are some of the 68 recommendations for the anticorruption evaluation of the ACFA project, financed by the EU. The findings are also about the finances of political parties. A law that according to these recommendations, should change even for political parties and for their funds during electoral campaigns.

The recommendation also verifies that the legal framework for the conflict of interest has not been implemented, and the Supreme Court must unify their practice regarding the lack of evidence in cases of corruption.

“Albania needs to realize the reform against corruption with courage and determination. This should be done through concrete initiatives for reinforcing the legislation and the human and financial resources, for building a powerful system of national integrity. The efficiency of policies and the clarity of objectives affects the work of those who are responsible for the implementation day after day”, says Romana Vlahutin, Chair of the EU delegation in Tirana.
