Arber Road concession to Chinese company

The “Arber Road” will be financed and built by “China State Company”
through a special procedure that goes beyond the laws of concessions and
of public-private partnership.

The government has sent a special draft law in Parliament which gives the contract to the Chinese company without any competition.

The government says that the procedure is made for accelerating the finalization of the work nad costs.

The government has proposed that a special Commission will survey the agreement. The Commission will be led by the Ministry of Transports and will have members from the Ministry of Finances, the Ministry of Economic Development, the Ministry of Justice and the State Advocacy.

The commission will be tasked to review the proposition of the Chinese company, which defines the financial conditions, the deadline and all other details of the agreement requested by the Chinese company.

If the commission will approve the conditions, they will prepare a draft-agreement that will be sent for the signature of the three ministers.

All three ministers have the right to ask a renegotiation of the agreement if they have reserves.

The Arber Road is an electoral promise of the current government. Due to the huge size of the investment, they have decided to give it in concession without competition, which might spur many debates.

However, it remains to be seen what financial conditions will be proposed by China State Company, and which of them the government will accept.

Despite the fact that the proposition of the Chinese company has arrived at the Ministry of Transportation, the latter has not made it public yet/ What is known so far is that the 26.8 kilometers of the road will be built by the Chinese company and it will be paid by citizens directly or through the budge. Or with a combination of both. This remains to be seen after the terms and conditions of the agreement are negotiated.
