OSCE publishes report: “Good voting, problems during campaign”

The final report of the OSCE/ODIHR for the Albanian local elections does
not say clearly or definitively if the democratic standards were
fulfilled.

The report has a less detailed definition than the preliminary report, saying: “Although the freedom of speech and of meetings was generally respected, the frequent politicization of institutions undermined an effective administration of the electoral process”.

The final report values the election day positively, except for some voting in groups.

As for the preparation of the elections, OSCE/ODIHR lists some essential critics related to the politicization of the CEC, and especially with the lack of will of the political parties to implement the law correctly.

The report says that despite the problems, the legal framework would have guaranteed the basis for democratic elections, but the political parties misused their power and responsibilities in the administration.

This is the most direct confirmation about the standard of the local elections. The rest of the report is a listing of the irregularities and law violations by the electoral administration.

The report mentions that Prime Minister Rama, Parliament Speaker Meta and their candidates used the distribution of property certification as electoral campaign.

The report mentions that one of the Copenhagen criteria for the free vote without fear of punishment was also violated. The report says that the government used pressure on the public employees, mainly teachers and from the health department, to be part of the activities.

The report mentions the vote purchase as one of the main problems of these elections. It says there have been accusations for vote purchases, and also a self-censorship from the media.

OSCE/ODIHR has 23 recommendations that should be treated by the Parliament for the next elections.
