One year after an anticorruption structure was built at the Prosecution
of Serious Crimes, and despite the declarations of the Prosecutor
General, Adriatik Llalla, who warned for surprise arrests this Autumn,
the Prosecution keeps marking insignificant records of officials who
would be takn as defendants for corruption cases,

In September, the Prosecutor General made his next move by trying to turn his institution in what was believed it would function after the law amends regarding corruption. He appointed four other Prosecutors, but his signature has been rejected by the President.

The President opposed the appointing of Armand Guarkuqi, Anisa Qilimi, Enkelejda Minollai, Gent Osmani and the their Chief, Dritan Rreshka.

Besides Osmani, who transferred from the Prosecution of Elbasan to the Serious Crime, four others were voted by the Prosecution’s Council and were then appointed by the Prosecutor General in the structure that is still fragile, despite expectancies.

But the President has not approved them, saying that not all criteria were followed for the appointing, such as the declaration of the vacancies at the Serious Crimes, and then competition.

Despite the refusal of President Nishani, the Prosecutor General chose to defend his signature.
